John Navarro, CFO
John Navarro brings over two decades of expertise in finance to his new role as CFO at John Burns. John joins us from McKinsey & Co., where he led consulting teams serving Fortune 100 companies, driving transformative initiatives across Finance, IT, Procurement, Logistics, and Operations. Prior to his position at McKinsey, John worked as a Manager at Accenture, collaborating with Corporate Finance Leadership.
John has a deep understanding of financial markets and a strong background in data analytics. John has strong leadership skills and professes the credo – Standardize, Optimize, and Scale! John holds a Masters Degree in Applied Data Science and is an Adjunct Professor of Data Science at the University of Chicago.
Scott Becker, COO and President
An industry professional since 1988, Scott provides executive management oversight for John Burns Construction Company of Illinois’ Construction Operations with annual revenues in excess of $150 million. Scott’s credentials include construction management experience in Underground Primary/Secondary Power Distribution systems, Highway and Roadway Lighting, Traffic Signal and Signal Interconnect Systems, Intelligent Transportation Systems (ITS), Fiber Optic Distribution, Transit Power, and Airport Lighting and Wayside Power.

Shane Higgins, Vice President Construction Operations
Shane has been in the construction industry since 1993; his career started at the age of 18 and has been with John Burns Construction Company for over 28 years. Shane has advanced at John Burns through his willingness to trust leadership while embracing ever changing roles. In 2019, Shane was promoted to the position of Director of Labor, where he has been successfully presiding over the unprecedented growth in labor diversity.

Steve Brazel, Vice President of Safety & Business Operations
Steve has 17 years of experience in the construction industry and has been at John Burns since 2009. In his role as Director of Business Operations, Steve is responsible for employee recruitment and development in addition to overseeing the John Burns Safety, Quality & Fleet Departments.
Steve is dedicated to developing best-in- class teams, and continually improving internal company operations to ensure every John Burns project is completed safely and to the highest industry quality standards. Steve holds a Bachelor of Science in Occupational Safety and Health from Illinois State University, and he is a Certified Safety Professional (CSP), Construction Health and Safety Technician (CHST) and Construction Risk Insurance Specialist (CRIS).
Kevin Fangerow, Vice President of Estimating
Kevin is responsible for management of all realms of the General Contracting bid system from the beginning process up to project management handoff including: performing detailed evaluation of drawings and specifications; management of bid invitation by soliciting subcontractor bids and vendor quotes; prepare subcontractor scopes; generate estimates by quantity takeoff and pricing of work, write contracts and purchase orders, maintain professional working relationships with subcontractors and vendors, generate new bidding opportunities.
Kevin Koran, Vice President of Commuter Transportation
Kevin has over two decades of experience in the construction industry, with expertise in Commuter Transit, Civil, Class 1 Rail, and Water markets. Since joining John Burns Construction Company in 2018, he has played a pivotal role in advancing the firm’s General Contracting portfolio. As Vice President, Kevin oversees projects from inception through completion, including preconstruction support, project staffing, schedule evaluation, revenue forecasting, and execution. He is a strategic partner to clients and subcontractors, fostering collaboration, accountability, and successful outcomes.
Kevin holds a Bachelor of Science in Architecture from the University of Illinois at Urbana-Champaign. His architectural training and construction expertise position him as a trusted leader in delivering complex infrastructure projects that serves communities and enhances mobility.
